Unfair 20 years retired generals chairmans of SUPARCO

Regarding the bolded, don't get what you mean - both are Govt and civilian organisations, why would they answer to the COAS?
It was just a point about those who want the Army to run the whole show.

I don't think any major institution in Pakistan answers to anyone, not even the Army. Yes, individuals might answer to the Army (or Judiciary, PPP/PML, etc), but our institutions don't run like they belong in a cohesive system.

Basically, there's a whole lot of "I'm doing my own thing" going on in Pakistan, and that "my own thing" generally isn't productive. I bet you very few of the people in charge there would be ready to explain how their departments work if an outsider suddenly took charge and asked questions.

I seriously doubt that even that's possible at the top in Pakistan.

I doubt any state institution or entity answers to anyone in Pakistan. There's nothing to suggest that is the case right now. They remind me more of siloed departments doing their own thing, and the Army is happy with that situation should it ever 'take charge.'

We lack leadership.

I think the leadership is there, but it doesn't matter if it's there if it's utterly incompetent and wilfully ignorant. The lack of funds only compounds the issue, however, the major problem is the lack of direction and positive development which is let down by corrupt and incompetent personnel, typically comprising the majority of the cabinet in the ruling political party of the time. Whatever funds exist to spend, some of them go to corruption, some to vanity projects with little use to the public or the economy and what's left is a pittance that's used to run the country, albeit in the current roughshod manner it is.

CHAIRMAN (WAPDA)

Lieutenant General Muzammil Hussain (Retd)
Its not patriotism, its loyalty towards military.

socha badalna padega... you have to think differently... every rupee you spend on military technology should be percolate to civilian use in long run.. then only it will develope.
