More important to know is how the change happenedWhen I was a child, every river, canal and lake in Beijing was so polluted covering with toxic chemical foam, people can not even see water cause it's totally covered by garbage. you smelled the rivers before you can see them cause they all stinked to the heavens. Back then Beijing also suffered severe water shortage and many rivers ran dry.
Now Beijing is flowing with clean rivers, canals and lakes everywhere, water is plentiful, waters are all very clean and many rivers you can see through to the bottom. The change is just mindblowing.

Chinese leaders are way more smarter the ones in the west and India, they all worked the way up through low level administration positions through decades of good job performance which had been evaluated constantly by the governmennt. they are professional administrators, unless in the west ,you have actors, billionaires, stand comedians who got no administrative experiences become the top leaders overnight, China chose her leaders by merits, the west got them through popularity shows.They are absolutely smart, I should say. Some even reelect himself in a "one" -man, one vote system. With 100% of a single vote cast in favor. That's darn smart to design such a system. I do not think US politicians, who have to peddle to the whims of individual man, cannot come being near visionary or smart.
Must be extremely visionary man in China, given that in a land of 1.4 billion, no other potentially smart man exist.
China's sky and water are much much cleaner than a decade ago, and check out India, it doesn't have much industries and factories, but it's being polluted to hell. Beautiful democracy won't clean everything for them.The reason of China pollution is because -- she import all the western nation factory -- deepening industrialization. If west runs these factories on their own land, west will have horrible PM2.5 also.
It is China who give west a clean sky and nice air.
I guess you know that western countries all went through heavy pollution period when they were industralized and polluted did cause a lot of damage and killed many people in UK and US, but neither of them handled it so swiftly and strongly as China didIf they did that your waters wouldn't have been allowed to be so horribly polluted in the first place.

Likely they looked around at the elaborate systems used around the world for at least 70 years and focused on the one that worked the best. A pet project of Mao's maybe?
