Obviously, you don't get what a free society allows versus what it permits as a "License to operate"
China is free to put its propaganda out, people (British in this case) can read it freely on the net. BUT it is not allowed to send covert media orgs, as its propaganda strategy into countries, to get a license and be a part of the official broadcasting media landscape (example: TV channel allowed to broadcast) within a countries borders.

USSR communists were not as barbaric as chinese commies tbh, the soviets punished and sent every one to gulag irrespective of ethnicity, religion was equally banned.

They didn't commit rapes, pogroms, programs to turn minorities extinct, they didn't force their soldiers to sleep with married wives who had their husbands taken away by their police/army etc.
