Well, fortunately they did more extensive research based on numerous data analysis, and not by conducting a poll of random people and asking them for their opinions, so your opinion is just only an opinion...

. . .
The United States and the United Kingdom have the world’s top universities . But on a weighted per
capita basis the depth of world class universities is best in Switzerland and Sweden, with Israel and
Denmark next in rank order
.

.................

After Russia, countries with relatively large stocks of tertiary
educated workers are Canada, Israel, the United States, Ukraine, Taiwan and Australia.

"...and the two G20 countries (Indonesia and Saudi Arabia) that did not make the cut.
Subsequently fi ve countries (Egypt, Pakistan, Saudi Arabia, Serbia and Tunisia) were dropped owing
to the limited availability of data."

From the PDF File for all those wondering about Pakistan's placing. I would say that Pakistan has some very good universities, but due to the lack of funding they're just not as good as others around the world.

This isn't about the attitude of the students to education, which in UK is quite poor compared to perhaps turkey, but the quality of the educational system.

I don't think this is a good comparison because per capita research is hard to quantify for countries with very large populations like China and India. As the article said, to match the Nordic countries per capita, China would need 1300 top tier universities. That's clearly impossible.

.
The ranking based on absolute data and not per capita, this is why they are mentioning:

It is ridiculous to compare the 'connectivity' between China and some European tiny states like Austria or Switzerland. Every year, there will be 6 million or a roughly An Austria of Population go to college in China. 1% of annual enrollment is 60000!!!

Say if Beijing or Shanghai were independent countries, whose population are between those of Australia and Canada by the way, the connectivity or percentage of 'foreign students and faculties' will be as high as 60%.

.
india and china need as much as 500 top unis for phds to be as productive and creative as americans. the difference in quality of education is simply unbelievable. they r just too ahead to compete. 300 mill ppl are basicaly the most innovative in the world, just imagine if 3 billion in asia could be the same. the world would progress extremely quickly.
