From the Google earth it is clear those roads were built in 2007-08 and not recently.
And even then those roads are situated 10-20 km away from Indian border which is massive distance in mountains and will badly impact PLA mobility.

Humiliated PLA has failed to build a road near Indian bordet after Indian Army spanked them in Doklam in June.

China has no option but to obey Indian demand of no roads closer than 10 km from border.

The roads were built over a period of 10 years including portions built in 2017, the most recent was an upgrade till Doka La, essentially grade 40 (our light tanks are 35 tons) covering the whole Doklam plateau.
