There's word that the pic of Iraqi Forces with GPNVG-18 is a knock-off system. Don't know how much truth there is to that, not an expert.
If it is only for US mil/law enforcement use, how did the Germans and Italians get their hands on them?

It is a major crime to ship or carry US manufactured night vision devices outside the borders of the United States, punishable by fines and prison sentences. Ignorance of these regulations will not hold up in court. By purchasing night vision equipment from TNVC, you attest that you will not attempt to export or carry this night vision equipment outside the borders of the United States. Also, it illegal to allow a non-US Citizen to look through US Gen3 Night Vision Devices, even on US soil. Again, this is a crime punishable by fines and prison sentences.
The above doesn't count for foreign military sale, what they stated on their website is for sales not through FMS(foreign military sales) procedure, when states purchase they go through FMS. Also as they state on their website, its cleared for export with a valid export license from US DoD.Export of the commodities described herein is strictly prohibited without a valid export license issued by the U.S. Department of State Office of Defense
