Mamluks would indeed likely defeat Ottomans if they didn't had firepower in the first battle. But Mamluks acquired cannons for the second battle, still lost(but they lost large part of their order in the first battle)

But Safavids? Nah. They would still lose even if Ottomans didn't had firepower. Ottomans had proper battle order, professional soldiers and good logistics. Safavids were mostly tribals. There is not comparison between centuries old order of Mamluks to Safavid Turkmen tribal cavalry.

I don't see why passing this specific law is damaging any quality - to my understanding, it will help a better circulation and less centralization/dictatorship within the universities.
