o idea about this incident you speak of. However, the U.S. Congress asks many people to testify in its committees and some of these may be convicted of crimes afterwards, and congressmen commonly speak (or put speeches in the Congressional Record) about issues they are interested in, including excerpts from letters, documents, etc.

In 2015, he took a vacation...and traveled to us. When he arrives at the US, he immediately sends back a statement of health which says he is seriously ill that he can't travel via plane. He is now in US for almost 1 year.
He does extensive anti-Turkey lobbying in US.
Blaming Erdoğan for coup, and white washes Gülenists.
Accusing Turkish government for supporting ISIS
And US government allows him to stay in US....as he is too sick to travel via plane.
