Because the SU24 is an attack aircraft involved in the majority of bombing misisons in Syria,unlike the two you mentionned,who are more there to actually protect those SU24. (Not sure though the Mig29 is deployed in Syria)

mig-29 is used only for air to air combat according to regime accounts assad is keeping mig-29 for the worst case
Su-24 is used for air to ground strikes on hospitals schools and civilians
