If there is possibility of something workable in a short time, then it is not belonging to them at all but it is just an assembly and building a new body for an already existing missile. Their miniature free fall bombs has pretty exciting warhead to total weight ratios, its an extraordinary performance thus it doesnt seem achievable in short time.
UAE might be developing some missile, yet none of us or judging or underlooking them ,the matter is there are doubts.
Let's say they bought the blueprint and everything that goes with it ie Manufacturing process,bp,workeforce etc...
Then set up the production line and therefore acquiring the "Product"...
Even though they are capable of doing so themselves but it will take more years...
In the End... in the Defense department and National interest... what is more "Efficient? Reinventing the wheel from scratch with their Engineers or Buying the A to Z of that wheel and use that spare time and those engineers to Update that wheel?
