Radar is an object-detection system that uses radio waves to determine the range, angle, or velocity of objects. In order to detect colour you need a different system (spectrometer in English, "Tayfçeker" in Turkish). Current technology doesnt allow us detect a tiny flag from a large distance with all this atmospheric noise (noise as mix of light spectrum, spectrometer cannot detect radio wavelenghts). You need to hold face to face your spectrometer to detects chemical composition of stuff. But the object you observe is large as a plane and that plane is eminating it's own heat (jets) you should be able detect the plane with spectrometer in ideal atmospheric conditions.
