Hisar and Siper,are pretty new and not tested thoroughly in battle conditions. Supposedly they shot down an LNA Mi-35 helicopter,but that's theories.

The S-400 are kept turned off because of political pressure. The Americans got really angry.

We true. HISAR-A & HISAR-O are no credible defence against cruise missiles. You got to wait and see your luck that these systems intercept cruise missiles. If you do a comparative study of LOMADS & HIMADS you won’t find these systems compatible with western systems. Though it’s good indigenous effort by Turkey and I believe that Aselsan and Havelsan are working on development of long range systems too.

Last time we chceked, those S-400s are rottening in your air bases with Spider curb webs all over them. You can't even switch on because the US your master hasn't approved you if it. There's no such thing as a function or operational S-400 in Turkey. Stop twisting facts.
