MUSTAFA MERT NOTIFICATION
The referendum on April 16th and the crisis created by diplomatic relations in many countries in the next period were also reflected in the audit reports of the Court of Accounts. The Court of Accounts documented that in 2016 and 2017, the Institution's machinery and chemical industry inspections agency (MKE) Audit Report stayed away from the target during foreign purchases. According to the MKE's procurement program, the Court found that there were 60 percent deficiencies in foreign purchases, and criticized the insufficiency of the efforts to ensure domestic production and to fully localize the products. Proposal was made for "intensive efforts and initiatives to be carried out by relevant institutions, organizations and stakeholders and local industrialists, emphasis on AR-GE studies" in order to remove the dependency from the institution having problems due to external dependency.
Some countries do not allow commercials
In the SAI report, it was emphasized that some countries, especially Germany, did not allow their companies to sell raw materials and arms to MKE, especially after the July 15 coup attempt. Underlining that the MKE is negatively affected by this situation, SAI inspectors documented that the contracts with the MKE were canceled due to the fact that foreign sellers who could not get permission from the authorities in their countries were canceled and some of the export permits were delayed for over a year. Noting that some foreign banks avoid mediating payment and performance bond, the Court of Accounts found that all of these had a negative effect on the institution's production and business operations.
The key to the removal of external dependence
The MKE's emphasis on removing the external dependency from the problem of supply in the supply of goods due to the developments created by tension in the foreign policy,
"In addition to researching alternative supply possibilities with regard to the materials and products that have problems in procuring from abroad, we have made intensive efforts with the relevant institutions, organizations and stakeholders with the domestic industrialists in order to ensure the domesticization of the imported products, especially the raw materials and materials used in production activities and to make the products fully nationalized and nationalized. and initiatives, we need to focus on AR-GE work in this regard. "
Delay penalties are rising
Although the obligations MKE has to fulfill from the contracts it signed in the previous period have not continued, new orders have been received due to market share and capacity utilization concerns. It was underlined that the MKE had to delay the ammunition that the MKE should deliver to the Ministry of National Defense because of the problem in supplying the gunpowder that had to be supplied from abroad. The audit report also included information that this situation has increased the penalties paid by the institution. The amount of the delay penalty that MKE had to pay was stated as 1 million 758 thousand 944 TL.

'MKE is forced to buy from outside'
Member of CHP KİT Commission Ömer Fethi Gürer:
CHP Niğde Deputy and Member of the KİT Commission Ömer Fethi Gürer stated that the technology of the Makina Kimya Institute (MKE) is very old and that it is not modernized during the AKP period. "MKE is forced to make purchases from the outside while having production capacity without producing jobs". Underlining the fact that the institution has survived only with the proceeds from the sale of scrap collected from public institutions, Gürer said, "If the scrapes do not go to the MKE, the institution will suffer. The MKE must be urgently modernized and its external dependence must be reduced. "
'MKE removed from sight'
Noting that some businesses connected to the MKE were shut down, Gürer said, "There are many problems in the operation of the MKE. Such an old and important institution has been put out of sight in recent years. " Gürer emphasized that the institution was forced to buy from abroad or from subcontractors within the country, adding:
"MKE has an agreement with Pakistan four years ago. According to this agreement, the MKE is receiving a tender from there, and the domestic producer makes this bid. The manufacturer delivers the products to the MKE after they have made the goods. When the Agency wants to give the products to Pakistan, Pakistan does not accept it. The products made four years ago are now being kept in the warehouse of the MKE. This is just one example, there are many more examples like this. "
'No AR-GE, no external dependence'
Gurer emphasized that the development of AR-GE activities should be improved in consideration of the size and experience of the capacity of the MKE. "If this warning, which we have repeatedly expressed in the subcommittee and in the SEE Commission, is taken into consideration, external dependency will be reduced." Gürer, who exemplifies modern production ASELSAN, asked, "Why is the MKE in this sense removed from the eye when there is modern production available?" Gürer has been conducting the production of the MKE for many years with the foreign private sector.
