Michael Totten has explained that this is because YPG adheres to Ocalan's prison writings on libertarian socialism, not his pre-prison PKK past:

...The YPG, though, didn’t even exist until 2003 [Solomon2: 4 years after Ocalan's arrest in Kenya]. It never went through a communist or a terrorist phase, and it takes its inspiration from the milder version Ocalan promoted after he mellowed in prison.

The YPG is asking for trouble by borrowing anything at all from Abdullah Ocalan, but it has never committed an act of terrorism in Syria or anywhere else, not even at a time when terrorist attacks are as routine as weather in Syria. So while, yes, the YPG and the PKK are ideologically linked, the Turkish government has never been able to identify a single act of terrorism the YPG has ever committed, not in Turkey, not in Syria, nor anywhere else -

Russians are still in afrin area by tel rifaat. That’s why you haven’t moved in that area which would be logical thing to do, don’t you think? . However that area is open and regime allows Kurds move freely from manbij to afrin.

I know I don't. Second we don't know if the Turkish HQ told them to leave Tal Rifad. Tal Rifad doesn't have contact with Turkish border, we're not within artillery range from there. So it's not a direct threat to Turkish towns. I don't know the reasoning but I can speculate that much. Manbij is clearly seen as the bigger problem.

500-1000 we can take it. If we let them achieve their goals in Syria eventually they will cross the border and threaten us. It would be even better if we could destroy them before Americans are done arming them. They say Tillerson is coming to Turkey, we'll know what happens after that.

How about you cut tel rifat partially and harass their supply lines on the ground? Send a message to them that the only road that connects them to outside world is about to be cut. Let’s see how fast civilians will run causing problems for regime.
