No one can guarantee the safety of minorities in Afghanistan, not even Turkey and let me explain why. Afghanistan is a fractured country, the ethnic divisions are too deep. Add to the mix is poverty and lack of economic and social systems and we are looking at a perfect recipe for disaster. Turkey will not be able to help the people by force, infact it might come back to you hurt you more.

Solution in my opinion is to talk to Taliban and seek their permission to help them collectively, which includes building of infrastructure and schools. The only solution to discrimination is education. Once there is stability in the country the refugees will be more eager to return willingly.

The solution above will also be able to tackle this problem.
