what is the point of a f-35 with aim-120 vs tomcat with an upgraded radar and aim-54 phoenix?

F-14
No production
No stealth
Interceptor with limited other uses
Modest agility

F-35
Production just ramping up
High degree of stealth
Fully multi-role, with numerous build options
Very agile

The F-14 probably has a higher top speed than the F-35, but likely not by much.

The AIM-54 was really an anti-bomber missile. Had the reputation of not being useful against smaller, more agile targets.

.
if the active radar guiding system of aim-54 removed and use a double infra red&tv guiding system does it make difference to detect stealth like f-35?

Wouldn't help if the target can just out-maneuver the missile.

Turkey's Order of F-35
Full-Capability Block 3F; """Ultimate Software Version"""

The first two Block-3F configuration will be delivered in 2018, as part of the Low Rate Initial Production-10 (LRIP-10).

Block 3F enhances its ability to suppress enemy air defenses and enables the Lightning II to deploy the 500 lb JDAM, the GBU-53/B SDB II, and the AIM-9X Sidewinder. Block 4 software will increase the weapons envelope of the F-35 and is made to counter air defenses envisioned to be encountered past the 2040s. Block 4 upgrades will be broken into two increments; Block 4A in 2021 and Block 4B in 2023. This phase will also include usage of weaponry unique to British, Turkish, and other European countries who will operate Lightning II.[198]

Block 3F provides full operational capability (that is, compliant with the key performance parameters established when the program started) for Navy IOC, with an objective of August 2018 and a threshold of February 2019. It is also the supported configuration for most international operators.
Most Block 3i/3F testing cannot start until Block 2B developmental testing is completed, which (according to the official schedule) is due to happen in October. “All program plans and schedules [for 3i/3F] depend on this happening so that the development laboratories and test venues can be converted and devoted to testing the Block 3 hardware,” the report says, but predicts that the switch will start more than a year late.

Kendall said the Marine Corps, Air Force and Navy were still on track to meet the target dates they have set in 2015 through 2018 for being able to use the jets in combat.

But he said the Block 3F software needed for the Navy's F-35 C-model, which will operate from an aircraft carrier, was about six months behind schedule due to the challenges involved in integrating data from a wide range of sources, including other airplanes, and being able to test the software.

Bogdan said the program office was working as hard as it could to avert or shorten any delay in the 3F software, but said a delay in the software would not necessarily force the Navy to postpone its plan to start using the jets in combat from 2018.
UPDATE 1-Pentagon sees progress on F-35 jet; software still a concern| Reuters

At the moment ultimate software version of F-35 planned is Block3-3F full capability which is Turkey's order. 3F version could not be fulfilled yet and lagging behind the schedule. This will follow Block4 which will allow Som-J type missiles to be integrated not before 2021.

This formal agreement builds on a previous announcement by Lockheed Martin last year, that the SOM cruise missile will be certified and adapted as part of the F-35 weaponry. Both SOM and Norwegian Joint Strike Missile (JSM) are expected to be available for the F-35 along with Small Diameter Bomb II (GBU-53) and Joint Stand-Off Weapon – JSOW (AGM-154C1) and Israeli Spice 1000 for internal carriage, as part of Block 4 in 2021.

After Block3 3F software version achieved there will be Block4 which will allow internal bay integration of foreign weapons.

Block 2B builds upon the enhanced simulated weapons, data link capabilities and early fused sensor integration of the earlier Block 2A software drop. Block 2B will enable the JSF to provide basic close air support and fire an AMRAAM (Advanced Medium Range Air to Air Missile), JDADM (Joint Direct Attack Munition) or GBU-12 (laser-guided aerial bomb), JSF program officials said.
The next increments, Blocks 3i will increase the combat capability even further and Block 3F will bring a vastly increased ability to suppress enemy air defenses.
Block 3F will increase the weapons delivery capacity of the JSF as well, giving it the ability to drop a Small Diameter Bomb, 500-pound JDAM and AIM 9X short-range air-to-air missile, Schaefer added.

BLOCK4

Block 4 will be broken down into two separate increments, Block 4A is slated to be ready by 2021 and Block 4B is planned for 2023. The first portion of Block 4 software funding, roughly $12 million, arrived in the 2014 budget, Air Force officials said.

“Block 4 will include some unique partner weapons including British weapons, Turkish weapons and some of the other European country weapons that they want to get on their own plane,” said Thomas Lawhead, operations lead for JSF integration office.

Lawhead added that Block IV will also increase the weapons envelope for the U.S. variant of the fighter jet. A big part of the developmental calculus for Block 4 is to work on the kinds of enemy air defense systems and weaponry the aircraft may face from the 2020’s through the 2040’s and beyond.

So Untill 2021 there wont be Turkish weapon integration bcs of Block3-3F software capability.

When completed, Block 4 software will provide the F-35 with improved radar and electronic warfare systems, and allow the aircraft to carry additional weapons used by both the US military and other F-35 customers.

So SOM-J and our other weapons/kits(like HGK) will be used after 2021 and in 2021 our F-35s will be upgraded to Block 4, right ?..
