Subs are not everything in naval warfare. Also your navy outside black sea can't reach black sea to help your outdated navy against superior Turkish navy. Russia has program for updating outdated black sea fleet but that is long way ahead.

One of the biggest countries in the world does nothing more then sending sh.tty tourists and transfering gas, first accomplish something in your size then talk about others, even Soviet times were better, currently, take gas and oil your country is nothing but a cold wasteland. You're selling your sh.t stuff to your vassals and small allies who has no other option and most of it are just remains from Soviet era, after Soviets your country just gave up, instead of using gas money to improve other sectors, you're just spending raw money. you very well know that your economy relies on natural resources without them you would be pretty much nothing
