For Russia,
India contributes only about 1 billion dollar in 2018 and 2.4 billion in 2017 and 18 combined.
China alone imported more than 1 billion dollars worth of weapons in 2017 and 2.2 billion in 2017 and 18 combined.
For China,
Only big customer ( > 500 million dollars) is Pakistan and no one else.
And you know how much Russia buys in weapons from China? ZERO!
China is nothing in comparison with Russia in weapons trade. Actually if you take out Pakistan, China has almost NO customer who consistently buys even 100 million worth of weapons.

Russia has many traditional loyal buyers around the world, it's tough for late comers to break into a very established market, but with more money and new technology being pour in this industry, China is gaining on fast, in battleship building and maintanence, it's very likely that China is surpassing Russia, in other field, China is still in the process of breaking into the market, don't forget 10 years ago no one heard about Chinese cellphones and now they are in the front pack in the world.

Algeria has received its third and final C28A corvette from China, which is named Ezzadjer.
The vessel was handed over to the Algerian Navy on 12 July in Shanghai, according to China’s CCTV, and arrived in Algeria on 20 August. Ezzadjer (922) made stopovers in India and Malaysia along the way, arriving in Malaysia on 25 July and spending several days in India between 2 and 5 August.

HQ-9 were offered to Turkey for a whole package system of USD4billion. Turkmenistan when buys Chinese HQ-9 system will not be offered to much discount compare to Turkey. Estimate Turkmenistan paid USD2billion for a smaller unit of HQ-9 missile system.

He said "almost" no one buy $100 million weapon "consistently". Unless you are saying Thailand and Algeria consistently buy those ship over and over again, that did not prove what he said is wrong because those are one off purchase.
How did you definite consistently? If every year you must repeatly buy the same product for USD100 million. I guess not even US or Russia will qualify your goalpost.
Thailand has order from tanks , submarine, radar and LDP warship from China for the past five years. If that cannot be counted as consistent besides Pakistan. I guess you all just shift your goalpost whenever it suits your agenda. There is no point to continue to discuss it.

So, even for argument sake, we can count Thailand as a countries that consistently buy Chinese weapon over 100 millions, his point still valid, because he said "Almost" so by that he meant "A few" would have consistently bought 100 millions plus weapon from China.
And finally, what you said about the Sweden Think Tank is actually propagating his point, because that think tank states that China is behind Russia and US as Third (3rd) largest arms exporter in the world, and he is talking about Russia.
Then we have to back to square one where my stance is, without India, this customer. Russia cannot grab a big cake, bigger than China in arm export.

India is not exactly a big cake in Russian Weapon Export Market. Many countries buy from Russia, including China, and Indian have bought many hardware from US and EU as of late.

No, India is the biggest customer of Russia, this is something you cannot deny. The license production fee for Su-30MKI, Mig-29K and T-90S are enough to make any countries easily hit top 3 world export arms. India as one of the biggest arm buyers. Fact is, China is totally excluded from this deal.
First of all, you cannot take a measurement and say "If we take out this or that" Then China would be selling more to the Russia. It's like I am saying I look like Brad Pitt if you do not count my eyes, my ears and my face....Because every country have its best and most loyal customer, if you take that out of Russia for comparison. Then you should also take out the best Chinese customer for comparison, otherwise the point is moot.
Second of all, it seems like you don't really know much how much India bought from Russia. And you don't know how much Arms sale from Russia. You should really go check the arms sale between India and Russia on SIPRI website.
