1. They are not Pakistani as they have made clear that they don't believe in the writ of the state. this would be the same as saying ISIS is Syrian or Iraqi. ISIS is neither, they want to destroy both countries and create a new one.

2. The issue of them being Muslim is highly debatable as well. These individuals are fighting using funds collected from poppy production, abductions and foreign actor support. The same actors who want to destabilize Pakistan.

3. The so called civilians you are arguing for are the ones who have provided safe havens to these individuals for years. Before the Taliban, the same civilians offered protection to criminals.
