It's not his fault TTP was allowed the space to grow back in 2005. How long did it take for PA to take action against TTP? Years later. They did nothing to guard the border too. Zarb E Azb should have happened in 2005 and border fences by 2008, would have saved a lot of lives.

The delay was due to indecision by military and govt because of their inability to distinguish national interest and islam. They thought TTP is naraz Pastun bhai and there is no need to attack them.
Phir jab woh Swat mein ghuss gaye and started killing in masses....Thats when their eyes opened. Still now , a major chunk of Pak's pop consider them innocent.
