The only way to put the fear of god and state in the heart of these animals is by eliminating their leadership in cross border strikes. Use Special forces for operations inside Afghanistan to make them know that the Pakistani state would go after them no matter where they hide. This would also pressure the Afghan Taliban who are already under tremendous stress due to ISIS attacks and economic strife in that country. However, doing all this requires will. Here the nominal chief executive of the state Hazrat Baba Imran Khan Pakpattan walay can't stop a day from giving statements on how Afghanistan needs to be helped. All this when the terrorists are now beginning to attack Pakistani cities again while killing SFs/LEAs at will in KPK's settled and tribal districts.
