I'm sorry what? If you're speaking about the F-X, the F-35 seemingly won over the F/A-18E/F and the Eurofighter to replace their F-4 Phantoms in the primary role of surveillance and reconnaissance. The Dassault Rafale was never really a serious contender and dropped out on their own decision with the assumption of the deal being too American-biased.
