How was NORAD excluded?
NORAD's prime function is monitoring the skies, and survivability of command & control in the event of a nuclear war with the USSR. Parts of NORAD are more open, but there are other parts that are extremely classified and of limited access.
Look at the thickness of the blast door.
As for Area 51, it is quite real, I've seen it from the air, and that was back before the U.S. even acknowledged it's existence. Plenty of civilians work there, but they all have the same clearances as the military personnel do. Every day, a 737 departs Las Vegas McCarren airport, taking a load of workers to Groom Lake.
I think there is ZERO UFO stuff there... it's all military. Area 51 housed the F-117 back when it was being tested, and before it went to Tonopah. Tonopah is another secret place with all sorts of cool stuff.
