There are no "terrorists" in the capital to begin with, they are just flagging this false alarm to justify their importance in society and divert attention from the current situation. No half competent intelligence agency would allow such things to happen even if they actively tried. Most terrorist attacks in Pakistan (and the world in general) are facilitated by the establishment and intelligence agencies themselves.
