The first thing a country par-take in Counter intelligence is to try to control the dissident voice overseas, and use it as a indication to project the Chinese image to its own people. the way to do it is by unionisation (basically control any sort of union, trade, student and so on) and also money.

If you can control what kind of intelligence/information flow into China from overseas, then you can create your own image you want to project to the local populace

But if you ask me whether or not what they said is entirely true? That is a double edge sword of word, they can still be lying, I mean, if they betray their own country and tell you this, what make you think they won't betray you just to get to his way in a second? That is always the conundrum of a spy.

Aye there is only so much one can value a turncoat legitimacy.
