It is good system but jury is still out on it being the best. Chinese SAMs are very bulky and less maneuverable but cost effective. US and west still have the best air defense solutions but china will catch up in a decade or so.

Like a decade ago, Turkey openly invited Chinese, European, and American SAM makers submit bid proposal and tested the systems from said countries. Chinese HQ-9 beats the European and American systems in both combat and cost effectiveness. HQ-9 hit 9 out of 9. Turkey wanted to buy the Chinese SAM until US threatened Turkey with all sorts of craziness (sanctions, ya know and what else?) That was the only competion of the modern Chinese SAM against Western systems. Since, the HQ-9 has evolved HQ-9A and HQ-9B. If those tests were any telling, today's Chinese SAMs are on par or better in some areas than their Western counterparts.

Competency of their systems is not in question. There is no question about it that Chinese systems are way bulkier even if their performance is same says EU or US counterparts. One example would be our induction of CAMMER and HQ 16 both are almost similar but CAMMER can be quad packed in same dimensions as one HQ16. It doesn't make it less competent but technological difference is visible.
