UN praise for India's pollution monitoring system for Commonwealth Games

NEW DELHI: A pollution monitoring system developed by Indian scientists has come in for praise from the United Nations as an important step to ensure clean air during the Commonwealth Games.

The World Meteorological Organisation (WMO), a specialised agency of the UN, said the System of Air Pollution Forecasting and Research (SAFAR) will serve as an example within India, South Asia and globally.

Aimed at managing air quality, it has been developed by the Indian Institute of Tropical Meteorology (IITM), Pune.

"The WMO recognises SAFAR as a very important activity in the region and will make all efforts to get international visibility for the project," L. Jalkanen, head of the WMO's Atmospheric Environment Research Division, wrote in a letter to SAFAR project director Gurfan Beig in March.

The UN recognition holds significance as some athletes have hinted at skipping the Games, as they fear that Delhi's air is unsafe to breathe.

Scientists at IITM are elated and confident that the system will help in ensuring clean air during the Games, dubbed as the first ever Green Games.

"SAFAR will make India one of the few countries to take a big leap in environmental research," Beig told.

"The system will tell us the quality of air at a given moment and also what it will be 24 hours later, thus alerting people and helping them avoid immediate exposure to unhealthy air."

SAFAR will provide information on air quality on an hourly basis and forecast pollution levels 24 hours in advance through wireless colour digital display panels located at 11 key points in the city during the Games.

"On any day, if the pollution level is high, the Delhi government might order closing of shops or reducing traffic flow," Indian Meteorological Department director Ajit Tyagi told.

Only a few developed countries have the technical knowhow to use such a system. It was used during the Olympic Games in Beijing and also at the last Commonwealth Games in Melbourne.

The Indian capital is among the most polluted cities in the world. Its major problem is an ever-growing number of cars, three- and two- wheelers, which occupy a staggering 75 percent of the road space, although only 20 percent of the commuting public use them.

Delhi has over five million vehicles and another one million come to the metropolis from towns in the national capital region in adjoining states.

China had a tough time battling air pollution during the Olympic Games last year and there are doubts whether Delhi can be as effective as Beijing in enforcing traffic curbs, raising emission standards and stopping Games' construction work well in time to improve air quality.

SAFAR will provide air quality levels in a four-kilometre stretch around the Games village and other major venues. Instruments like ozone and carbon monoxide analysers and real time analysers for various other pollutants would be used for collecting the data.

The system will provide details about oxides of nitrogen, carbon monoxide, particulate matter, black carbon and benzene present in Delhi air.

"Exposure to the pollutants will affect human health, increased respiratory symptoms, heart and lung diseases, allergies being some of them," said Beig.

SAFAR's inputs will greatly help in identifying the major sources of air pollutants and recommending measures to help improve the air quality.

Quality of living global city rankings

Auckland (5) is the city in Asia Pacific with the best quality of living, followed by Sydney (10) and Wellington (12). Elsewhere in Asia, Singapore (32) ranks two places higher than in 2007, slightly higher than Japanese cities including Tokyo (35). Hong Kong and Beijing retain their 2007 rankings, respectively 70 and161 in 2008. Bangalore (140) is India’s most highly ranked city followed closely by Mumbai (142). Both have seen a marked improvement in their rankings since 2007. Elsewhere in Asia, Kuala Lumpur ranks 75, followed by Taipei (84), Seoul (86), Bangkok (109) and Jakarta (146). According to the index, Auckland, the city with the best quality of living in Asia Pacific, scores 107.3 while Dhaka, the city with the region’s worst quality of living, scores 38.9.



For personal safety, Pakistan is one of the lowest-scoring destinations with Karachi, Islamabad and Lahore ranked 213, 203 and 192 respectively. Colombo in Sri Lanka appears at 204 while Dhaka (201), Jakarta (189) and Manila (178) are amongst the region’s cities scoring lowest on personal safety. Singapore is the region’s best location for personal safety, scoring 120.2 compared to Karachi’s 25.3.



"Increased political stability and the growth of China and India have led to a broad improvement in the quality of living for expatriates in some of the major cities," commented Mr. Parakatil. "However, border conflicts and internal issues, combined with high levels of crime, make many other countries like Pakistan, Sri Lanka and Indonesia less appealing relocation destinations."



Mr. Ajit Nambiar, Mercer’s business leader for Information Product Solutions, Singapore & Regional Office, Mercer said: “It is important to look not only at the ranking but also at changes in the index. The top four cities in Asia where we notice a significant upward movement in the quality of living index are Bangalore, Mumbai, Hanoi and Chennai. This movement can be attributed to improvements in four determinants relative to the previous year: political and social environment, medical and health considerations, economic environment and the availability of consumer goods.



“Cities where we notice a significant downward movement are Lahore, Karachi, Colombo and Islamabad. The reason for the overall decline in Quality of Living ranking for these cities is mainly attributable to a downgrade in their political situation as compared to the year prior.” Mr. Nambiar said.

These kinds of activities are also going on everywhere including indian cities.

In india, a lot of high-tech measures are being taken like incinerators, microbiologic garbage cleanup, river front developments, recycling of paper to polythene.

For your information, in india nowadays garbage polythene bags are being converted to fuel.

A lot many garbage dumps are being converted into gardens and golf courses using high technology.

it's not you guys are only thinking "dirty" means trash and slums in the street it takes into consideration a variety of different things like destruction to natural environment , air quality,disposal of waste etc baku/almaty and moscow are high coz of the oil and industries even though they're cleaner and more developed than any city in south asia they are overall dirtier.

Yeah.. but its not true for Delhi at all. It is much clean, green not polluted as in the past.

Delhi has world biggest fleet of CNG run public transport system and metro.

One of the greenest cities.

The air quality is also good and for commonwealth games they have deployed some new things like air cleaning machines.

Here I'm not saying because for my love for Delhi but its true.

Also, i can show u dirty city in India but that is not Delhi. Why single out Delhi just for some publicity.

According to the report, the unit in its total run of 860 working hours catering to a nominal air flow of 10,000 cubic metres per hour managed to purify 8,600,000 cubic metres of air with a filtering efficiency of 95 per cent while detaining 212 kg of particulates.

He said a state environmental agency will monitor the performance of the machine, which costs about 25 million rupees (551,000 dollars) and works like a vacuum cleaner, sucking in air and releasing it purified form from a roof vent.

The Italian company has installed similar public purifiers at 26 locations in Spain, six in Switzerland and seven in Italian cities, including in the capital Rome, according to a statement issued by the firm.

Yes there is sea of change. Delhi roz badal rahi hai even those visited it few months back can't recognize due to the pace of development 24/7 because of commonwealth games. Delhi has become 5 years ahead.
