1. Failed to vaccinate the elderly properly.
2. Failed to import more effective mRNA vaccines to save face.
3. Failed to prepare more ICU and hospital resources.

So now CPC is in a corner. They can either drop Zero COVID or they can get overthrown.

Either way, it's a governing failure by Xi.
