Thats not true. If proved in the court they have to go through some sort of punishment. Zina is termed as a "kabira Gunah" and the scholars are unanimous that the kabira is only forgiven by tauba. so in islam it has consequences both in this life and the next one.

Why o Why someone has to get anything done.

BTW, that tissue can get ruptured by many physical activities, like running, cycling, swimming etc. So I do expect that that tissue would be ruptured in any such activities even if a girl is really a virgin, as girls these days do all these activities.

So if my partner oozes any such liquid I would be more suspicious than being happy.
