There are many reasons China doesn't act first, she doesn't want to seem as the aggressor and in fact she's not. All her actions in SCS so far were the reactions of other players' aggressive moves. Secondly China's preparing for the worst, however unlikely, that is the US physical involvements. She believes in a few years she'll buildup enough naval deterrent for the US even try to attempt to get involve.

Time is on China's side, the islands are not going anywhere and as she reiterated many times, peaceful negotiations are best way forward.

The last time I recall a bunch of military experts saying it would be a cakewalk to defeat that country was 1965 and the generals were leading the armies of my country. The French before us, then the Japanese, Chinese, etc.

Vietnam is a place where superpowers go to be humbled.

I'm surprised that Vietnamese economy has not picked up like that of Taiwan, S Korea, Japan or Hong Kong. Does Vietnam have the same culture as that of the East Asian countries or are they more like Malaysia, Indonesia, Philippines? Which has no traditional Chinese influence. I believe that Vietnam can improve its economy and join the ranks of East Asian countries.
