Corruption has nothing to do with system of government. Nor has it anything to do with culture or race. Having little or no corruption forms the basis for a properly funtioning market and government by law (i.e. equal treatment, rule applies to all).Corruption has nothing to do with system of government. Name me a poor developing country that is clean.
As a country develops and it's system of law and order become stronger and more transparent, corruption will reduce.
