Yes it all depends on Price ...Afgahnistan does not have money to pay Right price that would Iran charge..Otherwise why they are not using it from last 50 or 60 years..Iranians are business minded and not weak they won't allow concessions like this " Under the agreement, Afghan goods transiting through Karachi port are exempt from Pakistani duties or customs tariffs."Even afghanistan will use own trucks to transport from port to there own country..
