The Ukrainian Air Force is about 200 aircrafts, that mean a single FOAB accurately dropped would remove at least 1/4 of the Ukrainian Air Force from the sky. Two FOABs would give the VKS air superiority by the second or third day of the war.

I think Russia wants the runway intact, the aim is to destroy the control towers, radars and hangars, using FOAB on air bases is kinda useless, it's a big open area, FOAB should be used on cities for ultimate destruction but i doubt they would use it on Ukraine, too much sentimental ties.
