OKYO (Jiji Press) — Prime Minister Shinzo Abe said Thursday that his country will never introduce a military conscription system, regardless of changes in the security environment.
“As military conscription clearly represents a violation of the Constitution, it’s impossible for Japan to introduce such a system,” Abe told a meeting of the House of Councillors special committee on national security legislation.

“Even if the prime minister or the government changes, children will never be taken as soldiers,” he said.

A draft on constitutional amendments by his ruling Liberal Democratic Party rejects the introduction of a conscription system, Abe said.

Defending national security bills designed to allow Japan to exercise the right of collective self-defense, Abe said they are aimed at strengthening the country’s deterrent power to protect its citizens. Saying the bills will contribute to protecting the lives of the public, the prime minister stressed that they are not “war legislation,” as opposition parties describe them.

The upper house began debating the security bills Monday after the House of Representatives approved them on July 16.

Also at the upper house committee meeting, Abe said he reprimanded Yosuke Isozaki by phone after the special adviser to the prime minister said during a speech on Sunday that the legal stability of the security bills did not matter.

Abe told the meeting that one should refrain from making remarks that could invite suspicions.

With this point in mind, Isozaki should fulfill his duties, Abe said, dismissing a call by opposition parties to replace him. In a Twitter posting, Isozaki said he did not mean to deny the importance of the bills’ legal stability.

The major opposition Democratic Party of Japan reiterated its demand that Isozaki be summoned to the upper house committee to speak about his controversial remarks. But the LDP insisted that it would be enough if he offers an apology at the committee’s board.

Precisely. I should state that a conscription army is not as effective as an all-volunteer military force. I say keep it the way it is. Tho I believe that the size of the JGSDF is too small right now. The JGSDF Armies should be increased to at least 500,000. Keep the reserve at 1 million. Besides there is already a form of the CAC (Civilian auxiliary corp) in Japan. The nation can be called to arms by whim.

Indeed. There are more vocal politicians in the Upper house as well as lower house who are calling for a conscription force. Then there was one individual who was calling for an significant expansion of the defense budget to 5% of the GDP. That is just too excessive. Japan does not need a defense budget of $250 Billion per year.

Keep it at 1-2%. And no to a conscription force. We don't need an army of 2-3 million, lol. We're not invading anyone...

I disagree. There is no need for a conscription force. A conscription force would mean Japan would have a standing army of at least 2-3 million or even more. Having such a large force in the country would cultivate ultra-militaristic passions. Last time we had an army that large, it tended to go out.

Keeping the Army tapped at 500,000 is best. Besides, an army of 2-3 million would cost so much to maintain. And what would they be doing in the country?

Hey my daughters liked My Little Pony...and because it's for little girls of course it's going to be impossible to watch by grownups.

The Japanese military is a well equipped and motivated force... why lower its standard with conscripts?

Agreed Conscripts should be used as a last ditch resort. If my time playing Red Alert 2 taught me anything they pretty much sucked.

Not really, are you saying Israel, Russia, Taiwan, Germany (up to 3 years ago) 's military's less effective? and dont forget Japan during WWII.

an soldier's effectiveness depends on how brainwashed he is, no matter what country.
