Some years ago I came across an Afghan woman ( I forgot her name ) who used to do reaction vids about Hindi films. She never wore the burqa on camera. And I am sure the female Afghan students in Indian colleges don't wear the burqa too. Contrast this to modern Indian Muslim women who have taken up the burqa.
And it is not that only illiterate Afghan women wear / wore burqa. The Taliban made them to. But these women are defiant. I quote
