The Political Situation of China

Calling other Chinese "banana" is a character of Chinese culture. And the reason being Chinese is a unify people, they expect or even demand all Chinese duty to uphold the interest of the Chinese nation. Call it nationalism or other label you would stick to it, but it is part of Chinese culture.

China do not remain one of the largest, most populous AND unify nation for thousands of years by accident or coincidence.

Chinese would instinctively, voluntarily congregate towards the center to carry out their duty for the common good. And that 30,000 civilians engaged in the manhunt is a manifestation of that solidarity/unity.

One would expect a Vietnamese to understand what is people's war.

It is about 247,000 sq. km, according to Chinese census in 2010, Hotan Prefecture(colored in red) has around 2 million people and 96.3% is Uyghur.

As more and more people in China realized the danger that the Xinjiang terrorist posed towards their livelihood and security, they would more likely to move into action.

As a few recent events shown, the best way is to mobilize the locals because they are the one that suffered the most and is most willing to act. And they are also the one that is most effective because of their local knowledge.

Their service to the greater good of the stability and security of all who lived in Xinjiang should be encouraged and rewarded.

URUMQI, June 17 -- Civilians subject to extremist threats in Xinjiang are joining forces with the government and police in the fight for peace and prosperity.

When three men with knives attacked a group of people playing chess and cards on Sunday afternoon, local people in Hotan Prefecture rushed to defend their neighbors with shovels and sticks. Two of the attackers were killed in the melee. The third, lucky to escape with his life, was seized by armed law enforcers.

After the Urumqi bombing on May 22 that killed 39 civilians, China launched a year-long campaign against terrorists, extremists and separatists. On Monday, 13 people were executed in prefectures of Aksu, Turpan and Hotan for terror and violence. Also on Monday, three more were sentenced to death by Urumqi Intermediate People's Court for a deadly attack in Beijing's Tian'anmen Square in October 2013. X As the government raises the stakes, the people have weighed in.

Police in Pishan County captured three suspects following a tipoff, but several others evaded capture. Villagers volunteered to join the hunt and captured three terrorists carrying explosives.

"The fight was pretty hairy, but, if we had backed down, more people would be hurt in the future," said one of the triumphant villagers.

Following the May 22 attack, Pishan residents turned in 11 suspects when they learned that all suspects in the case were from their county.

"Although I'm an ordinary civilian, but I'll try my best to have them caught and protect our peaceful life," the villager said.

President Xi Jinping has called for "nets spread from the earth to the sky" to fight against terrorism, stressing long-term stability as the main goal for the region and urging ordinary people all over Xinjiang to support the campaign.

The police have received more than 300 tipoffs, based on which nine gangs were identified, 60 suspects arrested and over 160 explosive devices seized, according to Xinjiang public security department.

Since last year, there have been many attacks in Xinjiang, Beijing and Kunming, causing heavy casualties. Terrorists are targeting busy places like stations and markets, with innocent civilians their chosen targets.

Pan Zhiping, a researcher on terrorism with the Xinjiang Academy of Social Sciences, believes the terrorists have riled the public, who are only too willing to become part of the anti-terror campaign.

"Public participation is key," said Pan.

On May 1, one day after an attack on an Urumqi train station that killed three and injured 79, 11 Uygur university students released an open letter calling on all Uygur people to join the fight against the terrorists.

Yang Shu, head of the central Asia research institute at Lanzhou University, thinks that both police and civilians need more guidance on how to respond to terrorism.

"They should learn how to protect themselves and how to fight back," he said.

Authorities in far west China's Xinjiang Uygur Autonomous Region have offered 4.23 million yuan (685,000 U.S. dollars) in cash rewards to those who helped hunt a group of 10 suspected terrorists.

Six people who offered key tip-offs leading to the location of the suspected terrorists were given 100,000 yuan each. More individuals and government agencies received cash rewards.

More than 10,000 officials and local residents attended the award ceremony held in Hotan Prefecture Sunday.

The terrorist group was identified by police on July 27. Local civilians volunteered to help the police in tracking down the suspects.

At 12:15 a.m. Friday, locals found the suspects in a corn field in Purgakqi Township of Karakax County.

With the help of more than 30,000 volunteers, officers chased the suspects to an abandoned house, where they resisted arrest by throwing explosives into the crowd. Police fired back and shot dead nine and captured one.

Villagers armed with sticks join forces with the police to protect their community

The government of the Xinjiang Uygur autonomous region announced on Sunday that it will give rewards totaling about 300 million yuan ($48.6 million) to all those who heroically participated in the recent massive manhunt and capture of fugitive suspected terrorists in Moyu county of Hotan prefecture.

Police received a tip on Friday that the remaining suspected members of the terrorist cell led by Abudulrehman Abudulkerep were hiding in the cornfields of Puqiakeqi township.

The police asked the residents from five nearby villages to assist in the manhunt.

The suspects were reportedly planning to wage attacks on a local kindergarten on Sunday.

"I heard the announcement on a village radio broadcast. It said the terrorists were hiding in the cornfield and we must help the police find them," said Nurmemet, who only provided his given name. The 59-year-old then immediately called his son to join in the pursuit.

"It's our obligation to catch them all. Otherwise, there is no good life for us. We never thought about the reward," he said.

Male villagers abandoned their farm work and reported to their assigned search areas on tractors or motorbikes while women prepared food for the search crews.

About 120 villagers armed with sticks walked in line about 1 meter apart as they searched a cornfield in Ayagekudukela village from different directions at 10 am.

"Around 12:15 pm, a young man from my village heard some noises when we searched an area where the corn is relatively taller. Then something exploded in front of us and heavy smoke arose," Memetniyaz said.

The villagers then formed a big circle, forcing the suspects inside for about five minutes and waited for the police. "No one backed off, even though we knew they had dangerous explosives and all we had were sticks, but more villagers arrived to join us later."

Zhang Chunxian, head of the autonomous region, said on Saturday that authorities have staunch faith that the people of Xinjiang, no matter what ethnic group they come from, have the courage and determination to fight and eradicate terrorism in the region.

Xinjiang has been offering large rewards to whistleblowers who provide valuable and important leads on terrorist activities since launching an anti-terror campaign in May.

SOE is the backbone of China's economy. Like what Chinese Tiger said, domestic private car companies has been eating foreign car companies shit for years but still not close to closing the gap.
China's foreign investment in the world stage, backed by SOE + military. Private enterprises doomed to fail.

Of course private enterprises can play a big role next to SOE, but not for sensitive technology.

Meanwhile, without SMEs to offer so many jobs to common people, there is already rebel, SOE only allow people who have background to join. This account a very small portion of total employments.

By the way, I didn't see any SOE car makers make competitive models equivilent to Toyota or Honda.

The most important thing, actually, is not whether if it's SME or SOE, it's the way the company operates. Many SOEs operates like a government, from the CEO to department manager, they all have administrative rank, like the government officials. This is not a company, they should learn from SOEs from Singapore and France. If you are a company, you should behave your role properly, don't get involved too much with political things, which could give them unfair adavantages over SMEs.

I agree keep sensitive industries all to SOEs, this is our national security. Meanwhile, I suggest all SMEs and SOEs shoud have the same play ground, to compete each other. My families and friends all work for state owned banks, which only lend to SOEs, this is unfair. All companies, whether big or small, should have same access to financing, which means that their financing source would be subject to their own financial position. Some small companies have lower debt ratio, so they can get some financial leverage to operate, while some SMEs are very high portion of debt to equity ratio, this shouldn't be allowed any loan from the bank according to the basic principle, but they still can. The lending process could be long and tough, it includes credit investigation, pre loan investigation, the annual report investivation, the feasibility report, the legal liabilities, the approval of loan, and the post loan inspection. While all SOEs have guarantee of local government, so they don't have problem to pass the procedual. In fact, they can skip most of the procedures, all the stages are paper work, no real thing. But most SMEs will be rejected due to the long and tough process of state owned banks.

Off-topic, most people don't see the benefit of SMEs, when talking about this matter, they relate to liberism, privatization, this is unecessary, only if the government controls the most crucial sector, and in fact, this is the same in many western countries. SOEs can perform very well like Temasek Holdings Limited (100% ownership pf Singapore treasury department ), if they adpot a modern corporate governance structures, with segration of duties, obey the laws, reject unfair adavantages.

If all SOEs fully operate with modern coprate governance, China will really become strong, because they hold the most wealth of China, they represent our people's mind.

Sensitive industry must be led by SOE while the innovative and competitive edge industry should be led by POE. The key to make an equilibrium model between SOE vs POE balance is how should we classified our financial and banking industry. Should it be led by SOE or POE? That is the hard part. Do we want to liberate the financial industry? This is dangerous but we have little time left. I left this to our leader to decide the fate of the country.
