You should know, Iran Made the Missiles boats is to compensate their surface combatant glaring weakness. If they got the chance they Will build a proper Navy instead of those boats.

For your question, is the chance is big for the Iran to gather all of their 1500 boats in any battle? For me thats very slim as those small boats being scattered around their Naval bases as they even know what it means to gather them all in single point in any conflict. And when it was scattered then it was more easier to pick them off one by one by following the pattern of their land logistic routes (those boats needs logistic, their crew need logistic and rest and so on), as typical battle fleets of US NAVY is like CSG5 is consist of the Nimitz-class aircraft carrier USS Ronald Reagan (CVN-76) which also embarks Strike Warfare Commander, Carrier Air Wing Five (CVW 5) and its nine squadrons. VT-5 is THE best tank that weight under 40 ton. Excellent use for low infrastructure area and muddy field.
If your heavy tank cant reach the front line...it's useless.
