The problem doesn't lie in whether you want stricter Islamic laws or not it lies on how you implement them and whether your laws are fair or not. In traditional Islamic societies, Islamic laws have only been for Muslims. The other religious groups were based on their religion's laws.

For sure, 95% is an overwhelming majority, and 51% is not an overwhelming majority.
Typically, a "qualified" majority is at least 2/3 of voters.
Typically a significant proportion of the voters have to vote as well.

That, however does not mean it is identical to "overwhelming"

What is limiting a referendum is that Pakistan has signed a number of treaties,
and breaking those treaties has repercussions.
Important is the UN bill of Human Rights, which some Muslims claim are in conflict with Shariah.
It is entirely possible that a country votes in a referendum to have laws that results in Crime vs Humanity,
and then other countries are obliged to do something about it.

This open up the possibility that part of the Qur'an is not what God wants.
Instead it is a TEST, of who will see through Deception.
God cannot be the GREATEST DECEPTOR, if he does not deceive, can he?

In contrary to what so called Turkey experts on the Internet claim support for secularism in Turkey is on the rise, its even more astounding since the conservative AKP keeps getting elected since 15 years.
