I am not intelligent, otherwise I wouldn't be answering posts by a scrubby kid one-third my age.



It is a great move; one similar to the recent efforts (court-driven, sad to say) to change diesel to CNG for public transport. From this example, the next move ought to be towards electricity. Incidentally there are strong commercial and marketing moves towards electric cars.



However, on the government side, they have been tightening emission standards every year. Less than a week ago, a friend of mine sold a thirteen year old car I owned for a tiny amount, but it was so out of tune with urban emission standards that I was happy to get what I got.

Don't you have emission test very other year for cars older than 5 year? I am not sure how China do it, but it is mandatory in the US.
 
The Communist Party of China demands that the Chinese must learn to progress and learn how to make money and become rich. Indians think that becoming poor is a basic human right.

China and Pakistan will work harder to become richer, and the China-Pakistan alliance will not forcibly deprive Indians of their right to become poor.

Yes. Cars (motor vehicles in general) have to have valid emission test stickers, and going around with an outdated sticker gets fined. Earlier the fine wouldn't have bought a burger; with the recent get-tough policy, it is a jolting thing.

People may see the "right" in a different way. For some, to be poor is also a human right. The problem is no one knows if one's choice to remain poor is due to his "free will" or due to "incapacity" or simply being lazy.

I can understand CPC's desire to eradicate poverty in China, but it is not fair for tax payers that their tax money goes to lazy people.

In China, new cars (7 seats or below) no need to test within 6 years, but still have to check bills/ insurance every 2 years. For old cars, 6-15 years, then need to arrange test every 1 year. For even older cars, >15 years, test every 6 months.
