The island is still too small to be a full blown naval outpost where you can deploy large warships and strike planes on it. As it stands, US navy's Midway Atoll base is about twice its size. Its small size also leaves it vulnerable to attacks. I think it's better to make it a coast guard station, where we can establish regular ship and air patrols in SCS. Save the planes and large warships for the future carrier battle groups.

Maybe ZhuBi can host a longer airstrip although this one can accommodate most airplanes.

I agree with @S10 , especially ZhuBi and MeiJi should be enlarged further with all the required military-civilian facilities on them.

If we are talking about the entire South China Sea, there is also the airstrip on Yongxing (Woody) Island in the Paracels.

The airstrip on Fiery Cross (Yongshu) Island when used in tandem with the ones on Woody, Zhubi and possibly Meiji would be stupendous.

There is definitely synergy when using all these airstrip simultaneously.

The biggest island in south china sea is kalimantan/borneo that belong to indonesia, malaysian and brunei darusallam :D
