Institutional disconnect in fight against terrorism is obvious once again. NECTA and Joint Intelligence Directorate under it could not become reality because every intel agency wants to fight its own war and no ready to cooperate.
It is immaterial who is behind the attack, we know the modus oprendi ... why there is no solution to minimize the damage if not preventing such attacks? because, there is no vision on how to approach the problem.
For years, we just reacted to terrorism in Pakistan ... after APS, Pakistan adopted National Action Plan which was first response to the problem ... but its implementation failure has provided TTP and others an opportunity to regroup and attack. This will continue unless government and military don't plug the loopholes in NAP.
