The army needs to mobilize with the people of Khyber Pakhtunkhwa. Encourage them to speak out against any that have links with these bastards. Kill them and stick their heads on pikes outside cities, towns, and villages. Organize lashkars, and send in the SSG's on search and destroy missions, and leave them no room to breathe.
