Exceptions are part of every society. I'm not here to argue what should be done to stop such activities in Pakistan. That's better left to Pakistani people/ Govt to decide.

I'm arguing that Tattoo are done in Pakistan by Muslims on Muslim people. It may be haram but it does exist as consumption of alcohol is Haram but lot of Muslim people are indulged in it.

this is just a tip of an ice berg, ISI had long been involved with training militants to be dispatched to Russia for more than 15 years. 1. Tatoos specially having name on arms is an old practice here among certain number of people which was aimed at identification in case of accidental death. With passage of time and media expansion the burger boys and girls now do have tatoos inspired by west. So i do NOT buy this argument that Muslims cant have tatoos. HOWEVER for this one ,its entirely different tatoo which is not preffered by people here to have it on their body so indeed its a vital clue for the intelligence agencies to check the connection of this guy/guys.
