Though Tamil Nadu is widely regarded as relatively well-governed, the State spends an inordinate amount of money on sops. Given the State’s finances, the question being asked is whether governments could continue with the policy of giveaways.

Over the past decade, successive governments in the State have spent nearly $2 billion (Rs.11,561 crore) on just three freebie schemes – colour television sets, laptops and household appliances. These sops might have been acceptable when the State had excess money to spend. But with the government’s own recent budget projections indicating weak financial health, questions are beginning to be raised, such as whether the money spent on freebies over the last 9 years could have used for building over 25,000 schools or 11,000 primary health centres.

“Tamil Nadu doesn’t have leeway left for any more giveaways,” says S. Chandrasekhar of the Indira Gandhi Institute of Development Research.

“The difference between the rate of growth of the State’s economy and the rate of growth of public debt has pretty much narrowed to zero. At some point, the freebies have to stop. The government needs to have an extinguishing period in mind,” he says.

Since excess resources have been diverted to fund freebies over the past decade, the State’s reasonably good public healthcare system is not getting additional funds, says Mr.Chandrasekhar. At a time when long-term investments in public health and education are required to turn the economy around, “precious little” is being left for those sectors, he adds.

As a percentage of GDP, Tamil Nadu’s spending on both healthcare and education in the last few years has been below the average of the 17 large States in the country, according to an RBI report on State finances.

“This notion that most Indian States are socialist and welfarist is a fallacy,” says Mr.Chandrasekhar. “We really don’t spend that much on the poor. Freebies are nothing more than a symbolic exercise,” he says.

Others, however, point out that while freebies remain an issue, there are more pressing concerns for the State. The State’s expenses on personnel and salaries have gone up tremendously, says R.Srinivisan, a public finance expert and professor at Madras University.

Between 2005 and 2013, Tamil Nadu’s expense on salaries quadrupled, from around Rs.8,000 crore to Rs.34,000 crore. “There is a tremendous amount of inefficiency in our public expenditure. Nobody is looking into that,” says Mr.Srinivisan.

“Unlike the Union government, the State government has never released figures on the amount of revenue forgone as tax rebates and concessions to industry and businesses. Forgone revenues might turn out to be the real culprit,” he adds.

Just too many nut cases in that state, with Amma and her Chamchas on one side; and the Old Blind Coot and his Chamchas on the other. Then there are other smaller Mad-Caps and their Chamchas besides. Are there any sensible people left after that? :D

NO.. that's the problem.... that old blind started and with fatty amma offering side dish with her main dish... ther's no other alternative parties in TN so this giving freebies to fool the people for votes will continue.. also she started to give food in very cheap prices so it could help the poor to feed well but most of the rich fat baster eds will only fill her hotels... NOw Chennai's infra development is all time low, i don't know where this thing is going to crash

I don't know how many people commenting here actually come from the state. But as a Tamil from TN who has watched the politics closely, I can say this. IMHO the state DOES NOT vote for freebies. Look at the elections from 1991. Post Rajiv Gandhi assassination, riding the pro-Congress sympathy wave and anti-DMK anger for their perceived support of LTTE, AIADMK won in a landslide (225 seats against DMK's 7 seats). In 1996, it was an anti-ADMK wave due to the graft charges against Jaya and DMK won in a landslide (221 seats). The 1996-2001 DMK period was in fact ok and not as bad as the previous AIADMK regime. In 2001 DMK was widely expected to win. But DMK lost. Prannoy Roy was asking some commentators whether the TN voters were intimidated into voting for AIADMK by some mercenaries (that was when I knew he is a moron). AIADMK won with a comfortable majority (196 seats). This period was ok too and not as bad as their first term. Only in 2006 elections, DMK came up with promises of cheap rice scheme and free color TV scheme. This was an act of desperation. IMHO, even if DMK did not promise any of this, they would have won simply because TN politics had become more like a pendulum. Truth is, in TN no matter what the case is OBC's always vote for AIADMK (with the exception of a few OBC castes such as Nadars and Gounders whose loyalty is tied to the candidate and not the party). And SCs, minorities always vote for DMK (STs are a different game though). Despite the urbanization, even people who live in cities vote based on castes.

But DMK miscalculated all this and thought it needed to promise freebies or maybe it did not wanted to take any chances and unnecessarily promised freebies in 2006. Having won that election it wrongly attributed its success to this new formula and thought it will win elections no matter what its misdeeds are, as long as it dished out the money, now infamously called the Tirumangalam formula (after MK Alagiri's victory in Tirumangalam). Yet, it lost the 2011 elections. AIADMK now doesn't want to take any chances either. I know many people, who took money from both the parties and still voted for their favorite party. Now this cannot change. No one's going to say no to all the free stuff. The parties aren't willing to risk losing by not giving.
