Both. I think the country especially the Western border was deliberately and systematically weaponised from February 2002 so NATO in Afghanistan does not get the wrong idea of invading Pakistan.

I have no official proof of this of course, just my own observations how things unfolded or were being allowed to unfold.

It has always been armed but porous. Many of them married Pakistani women in FATA and conviced towns to turn against Pakistan to fight the Afghan cause. Otherwise locals are loyals and I am sure the men are in quiet desperation as Afghans dominate.

This is the perfect recipe for disaster for the rest of the Pakistan, and what makes it even more dangerous is that these Pashtoon ethnic terrorists use Islam as a cover for their own nationalists Agenda. I stand by my opinion, unless we have a leader who crack down on terrorists and ethnic nationalists from Predominantly Pashtoon areas, Pakistan will not remain intact after 2050ish, or even earlier. Just one problem. afghanistan relies on us for survival, if we seal our border, afghanistan dies and they know it. If the Pushtuns get their own nation, it would make modern day afghanistan look like Dubai or Monaco and they know it. The mistake Pak is still making since 47 is to have friendly Govt in Afganistan which is not possible. No Govt in Afganistan will ever accept Durand line as border. Pak should have been able to assert itself, secure the border and root out the terrorism emanating from Afghan soil irrespective of who is in power in Afghanistan. Afghanistan should have been named and shamed publicly in Pak. Afghanistan should have been treated like India.

Pak needs to learn a lot from Turkey the way Turkey created a buffer zone in Syria after few suicide attacks occurred in Turkey. Now no one heard of suicide attacks in Turkey anymore.
