Both. I think the country especially the Western border was deliberately and systematically weaponised from February 2002 so NATO in Afghanistan does not get the wrong idea of invading Pakistan.
I have no official proof of this of course, just my own observations how things unfolded or were being allowed to unfold.
It has always been armed but porous. Many of them married Pakistani women in FATA and conviced towns to turn against Pakistan to fight the Afghan cause. Otherwise locals are loyals and I am sure the men are in quiet desperation as Afghans dominate.
US was an ally, they have no interest in occupying Pakistani terrirtory. They were there for the Taliban.The F16 delivery in 2010 was a gesture. Why would they share their technology with a country they consider a target? They were confused with inaction from Pakistan's side towards this obvious threat.
Looks like AQ fud really did a number on Pakistani rationale. This is called 5th gen warfare.
