Here's the comparative data comparing various routes of transmission and the chance of infection:

As you can see, infection of HIV through sexual interaction is comparatively "low" both for heterosexual and homosexual intercourses. However, if you take into account the population, it translates into high number of infection per year, both for homosexual and heterosexual interaction.
Both population has significant chance to spread the HIV. In some countries, the highest route of transmission is through heterosexual intercourse, in some other through needles, and in particularly in US is through homosexual intercourse. There is simply no reason to blame certain group of people. Disease will spread from human to human.
The reason why certain population in certain countries has higher infection rate is simply because disease tends to spread within closely related group. Drug users will mostly interact with fellow drug users, homosexuals will mostly interact with fellow homosexuals, and heterosexuals will mostly interact with fellow heterosexuals. Once a disease come into the group, transmission is most likely to spread within the group.
In ebola case for example, infection affects mosly west african, simply because interaction between people in the country is the highest. It is by no mean we justify the fact that infection rates affect most black people that we suddently condemn black people as the culprit of ebola infection.
