What do you think Syria is? A backward weak country? Syria has a powerfull modern army, it is a russian trained army. And Syria itself has a large territory. It's not like Hezbollah fighters coming for training to Iran, this is indeed true, because Lebanon is a small country with a very weak state army, so the training occurs in Iran.

I don't deny that Iranian instructors are training Syrian soldiers, but not within iranian territory!
