The British were innovative people. They built the largest canal system in world in Punjab through innovation.
No one will come and solve Pakistan's problems from outside - unless we agree to colonisation again.
The old model of education where you went to schools/colleges/universities is quickly dying. With online education and virtual reality based class rooms/labs, the education system is being rapidly transformed. You do no need to send people for a 23 year education to produce engineers/scientist.
Smart companies have already realised this and they are hiring people straight out of high schools. British company Dyson has Dyson university, At&t has At&t university.
Two artificial rivers are needed which flow in the reverse direction. You need an army of engineers if you are going to build artificial rivers.
The sea has enough energy to generate power for water desalination, solar, wind, etc can augment.
