The University Grants Commission (UGC) on Thursday directed varsities and higher educational institutions across the country to observe September 29 as “Surgical strike day”.

Talk-sessions by ex-servicemen about sacrifices by the armed forces, special parades, visit to exhibitions and sending greeting cards to pledge their support for armed forces, are among the activities prescribed by the commission for the celebrations.

“The NCC units of all universities should organise a special parade on September 29 after which the NCC commander shall address them on the modalities of protection of the borders. The varsities may organise a talk-session calling ex-servicemen to sensitise students about sacrifices made by the armed forces,” the UGC said in a communication to all Vice Chancellors on Thursday.

“A multimedia exhibition will be organised around India Gate on September 29. Similar exhibitions may be organised in states, union territories, important towns and cantonments across the country. The institutions should encourage students and faculty members to visit these exhibitions,” the letter added.

The commission has suggested that the students shall pledge their support for armed forces by writing letters and cards which may be produced in both digital and physical format.

“The letters and cards should be shared with PRO Defence and PIB for publicity across various media,” the UGC said.

In the first such action, India carried out surgical strikes on September 29, 2016 on seven terror launch pads across the LoC with the Army saying its special forces inflicted “significant casualties” on terrorists .

Navy Chief and Chairman, Chiefs of Staff Committee Admiral Sunil Lanba releases second oint doctrine Indian armed forces.


India’s latest military doctrine has added surgical strikes, including across the border, among India’s possible responses to terrorist attacks.

The ‘joint doctrine Indian armed forces’ prepared by the Headquarters, Integrated Defence Staff was released by Admiral Sunil Lanba, Chairman, Chiefs of Staff Committee and Navy Chief in the South Block on Tuesday. The first joint military doctrine was released in 2006.

“The response to terror provocations could be in the form of ‘surgical strikes’ and these would be subsumed in the sub-conventional portion of the spectrum of armed conflict,” the doctrine states.

The reclassification of surgical strikes, officials said, shows that they are not a one-off event any more but part of several options that would be considered. In the last two years, the Army had carried out surgical strikes across the border with Myanmar and Line of Control (LoC) Pakistan, targeting terrorist camps.

The doctrine will serve as a cornerstone document for application of military power in a “synergised manner leading to enhanced efficiency, optimum utilisation of resources and financial savings,” the Navy said in a statement.

The revised doctrine was formulated in a record time of nine months, a senior officer said. Last year’s event of surgical strikes and increased tensions on the border gave further impetus to it.

“Doctrines are always works in progress and keep evolving from time to time. A colligate approach was adopted and all three service Headquarters actively participated in the formulation of this capstone document,” a senior officer told The Hindu.

In the past decade or so, a lot of integration has taken place in the Indian armed forces which is highlighted in this doctrine, especially integration in the field of operations, training, management, and perspective planning. The officer stated that this will be followed by formulation of other keystone doctrines like information warfare, training and so on in due course.

“It speaks of the threat posed by radicalisation of youth and also lays emphasis on a proactive philosophy of the Indian armed forces,” the officer added, highlighting the key points in the document.

Let's say there were no surgical strikes. India claims there were surgical strikes and they have not released footage for what one assumes are tactical reasons. But why didn't Pakistan release footage that all was quiet on the front? There must be surveillance footage on Pakistan's side.

The University Grants Commission (UGC) has written to the Vice-Chancellors of all universities to celebrate Surgical Strike Day on September 29 to mark the event along the Line of Control that day in 2016.

“All higher education institutions with NCC units shall organise a special parade on 29th September, after which the NCC commander shall address them on the modalities of protection of the borders,” says the UGC letter. “The university/colleges may organise a meeting, calling ex-servicemen who will sensitise the students about the sacrifices made by the armed forces in protecting the borders.”

The UGC letter says that physical letters of support so received may be sent to nearby cantonments and shared with army officers visiting various colleges to meet students. It also asks institutions to encourage their students and faculty to visit the multimedia exhibition to be organised at India Gate in the national capital or in State capitals, important towns and cantonments across India.

In the year 1948 a total of 96 units of Senior Division were raised, comprising variety of units to include one Armoured Corps, three Artillery, five Engineers, two Signals and two Medical - and 83 companies of Infantry.

It is headed by the Director General (DG), an Army Officer of the rank of Lieutnant General. The DG is assisted by two Additional Directors General (ADG), one a Major General from the Army and other a Rear Admiral from the Navy or an Air Vice Marshal from the Air Force. The Director General has a staff which is drawn from the three services - Army, Navy and Air Force. There are five Deputy Directors General (DD’sG) of the rank of Brigadier and equivalent, of which three are Brigadiers and one either a Commodore (Navy) or an Air Commodore (Air Force) and one a civilian officer.

The Directorates are further sub-divided into Groups, which varies according to the size of the state, each under the command of an Officer equivalent to the rank of Colonel (being upgraded to the rank of Brigadier). In all, there are 95 Group HQ’s in the country.

The Groups are further sub-divided into Battalions, each commanded by a Lt Col or its equivalent from the other two Services, and an Officer of the rank of Lieutenant Colonel or Major as the Administrative Officer. Each Battalion also has a number of Junior Commissioned Officer’s (JCO’s) and Non-Commissioned Officer’s (NCO’s) known as “Permanent Instructors ( PI) Staff”, senior-most JCO being of the rank of Subedar Major.

Parakram Parv Celebrations

Indian Armed Forces have always brought laurels to the Nation. Their contribution in war and peace are of immense value to every Indian.

Indian Army conducted surgical strikes in 2016 which had strategic ramifications and were aimed to dissuade inimical adversary from adopting the path of violence and to ensure an environment of peace for the Nation.

To showcase the courage, valour and sacrifice of Armed Forces, ‘Parakram Parv’ is being observed from 28-30 September 2018. The main event is planned in India Gate Lawns, Rajpath, New Delhi. Similarly, 53 locations in 51 cities across the Nation shall be showcasing the events highlighting valour of Indian Armed Forces in general and Special Forces in particular.

On Friday, 28 September 2018 Raksha Mantri Smt Nirmala Sitharaman will visit India Gate lawns, New Delhi to commemorate the inauguration of ‘Parakram Parv’ and will also interact with children. The programme will start with bugle call at 1830 hrs, thereafter, movies and photographs depicting valour & courage of the Armed Forces will be shown. Huge canvas/digital signing walls for sending messages to the soldiers will help citizens connect with them. Letters addressed to soldiers by school children will also be on the display. The event is open from 1100 hrs to 2200 hrs on Saturday and Sunday. Visitors will get the opportunity to see captured weapons used by terrorists that have been brought from Jammu & Kashmir. Military equipment like artillery guns and small arms will also be on display. On 29 and 30 September 2018 noted singers are scheduled to perform at the venue apart from the Military band.
